Students can find Counseling support Monday - Friday, 8:30am - 6pm and Saturday 8:30am - 3pm, and select from either 30 -60 mins one-on-one appointmentsand Drop-in/Express 15mins appointments. Given the make-up of our student body, 69% of our Counseling faculty and 100% of our staff is bilingual (English/Spanish).Our Educational Plan platform (Ellucian Self-Serve) allows students to look up their educational plan and review courses completed as well as courses planned with the help of the counselor. This ensure they are able to access course information needed to register for the right courses and stay on track. In FA2021, the Counseling team completed a total of 5,942 educational plans;thisis 1,344 MORE than were completed in FA2020.The Counseling department seeks to see and meet every student where they are. The teamreviewscourse success rates, discusses best practices, teaches in cohorts, and assesses student engagement. At the height of racial tensions and inequities, the Counseling department was the first to put out the following statement to our student body:"We see you, we hear you, we support you. In the wake of the tragic deaths ofGeorge Floyd, Ahmaud Arbery, Breonna Taylor, and too many others to list, we have seen a nation rise up and express anger, frustration, hurt, and voice a call to action.Our hearts, ears, and minds are open and we are ready to learn. The door is open for our Black students, families, staff, & faculty to tell us how you are affected by this and what we can do to support you at this moment and beyond."The College Pathways team is a dedicated group of staff that specifically targets supporting the onboarding of new and prospective students. The main focus is to support a new student's experience as they apply, completeorientation and placement prior to the development of the educational plan.The Early Support Program under Counseling focuses on supporting students on academic and/or progress probation and dismissal. Providing workshops, strategies, referrals to the Panther Learning Lab, Food Pantry, Wellness & Crisis CounselingHow does your service/office/non-instructional program support students in: a. Completing their program/educational goal? b. Completing their program on time? Is there more that it can do?Each student that meets with a Counseling faculty is asked about their program and/or educational goal. This is pivotal in creating an educational plan that works for the student and is specific to their stated goals. Past school/work experience, current family-work-life balance, and more is discussed in counseling sessions to ensure the student takes the correct class when needed and it fits their schedule. Expectations, rigor and responsibilities are reviewed as well so that student understand what they will undertake and where to find assistance should they encounter challenges.In 2020, Counseling and discipline faculty collaborated to develop program maps for each major. These maps provide an overview of required coursework by program and help the student select the right major early on. The development of Meta Majorsis another way to help undecided students narrow down their options. The prospective student admission application (CCCApply) now allows a student to filer by meta major when selecting courses and we have aligned our full-time Counseling faculty to these meta majors to further support the completion and success rates of students in these clusters.In addition to program maps and educational plans, the Counselors share transfer pathways (UC, CSU, IGETC) as well as provide Course to Course evaluations,pre-requisite clearances, placement assistance into Math/English/ESL and support the student throughout their college journey. Continuing to meet with students asthey progress through their program is essential in ensuringacademic progress towards the goal or if a pivot is required, that the student will find the next best path to completion. Lastlyas the student nears graduation, the Counselor provides a final graduation check and reminds the student to complete the next steps towards graduation, job placement or transfer.Based on the mission of your service/office/non-instructional program, describe how you offer 'equitable services' to different student groups at Ĵý?The Counseling mission revolves around providing quality service and experience in the development ofacademic/career/personal goals and plans. Service offerings span a variety of appointment types (in-person, online and over the phone),availabilities (weekdays and weekends, mornings and evenings), and Spanish-language options. In-Person Counseling is available at all district sites with in-person counseling at the Castroville Center expected to launch in FA 2022.Counseling services are offered by major, program, cohort and learning community.Service offerings allowfor full-time and part-time students,working adults and recent high school graduates, English-language learners, parents, grandparents and current high school students to access Counseling In Person, Remotely/Online/Email, and over the phone. Counselors support students through the college's categorical and special programs such as DSPS, Umoja, Mi Casa, Guardian Scholars, EOPS and Trio.During the Covid pandemic the Counseling department was the first to shift immediately to serving students online. We established a Zoom virtual desktop where students could drop-in at any time for assistance by staff or counseling faculty. This set-up was adopted by several other programs across the district.Innovations have been made across all fronts, including establishing a Chatbot (AI) that can respond to student basic questions 24hours a day, new and updated orientation videos, and a new placement tool. With the advent of AB705 legislation Counseling was at the forefront of eliminating assessment for placement in English and Math coursework, and helped develop the Placement Tool that provides students with guided self-placement in English and Math based on your GPA, high school coursework and major of choice.Describe the services that your program/service/office has offered to the Disproportionately Impacted (DI) student groups outlined in the 2020-21AY Summary of the Strategic Plan, which includes: American Indian/Alaskan Native, Foster Youth, Hawaiian /Pacific Islander, and/or Some other race.General Counseling seeks to serve all students, however, the department has made specific inroads towards servicing Black students. Counseling led the effort to write the Umoja grant and help develop the Umoja community. This Spring 2022 semester the college unveiled the Umoja Center, which includes a dedicated counseling office. We have reassigned a full-time Counselor at 20% to support the African American community at Hartnell. General Counselingprovides support to Dreamer (undocumented) students and Rising Scholars (both currently and formerly incarcerated students) within the Office of Equity Programs. Counseling services are offered by adjuncts that workinside the prison/correctional facilities as well as on-campus to support students upon release and reintegration/reentry into society at large. (Foster youth are supportedin Counseling through EOPS.)General Counseling supports Spanish-speaking, adult learners from migratory/farm working backgrounds by providing two adjunct faculty to support the High School Equivalency Program (HEP) at the Alisal Campus.Orientation and matriculation services are offered in ADA compliant format andavailable in the Spanish-language. Some of these populations served are cross referenced with other disproportionately impacted student groups.Are there any Disproportionately Impacted (DI) groups that are currently NOT being served by your program/office/service? What resources would you need to better serve these student groups? General Counseling is set up to be reactionary, responding to students who seek out services and not necessarily proactive. We have not kept track of former foster youth, nor of populations that tend to be underrepresented at Hartnell (such as Asian/Pacific Islander students).The district has a policy that once a student reaches 15 program applicable units,the student must complete an educational plan in order to move forward in registration. This policy seeks toensure wereach every full-time student, however, it begs the question if a policy is the best strategy to undertake to do so.General Counseling could be more intentional in proactively seeking out disproportionately impacted students. One way Counseling is seeking to improve in this area is the use of meta majors, and counseling by meta majors. Intrusive strategies could entail inreach to students who have hit various academic milestones or are struggling to meet milestones.Resources needed would include data lists (desegregated by race) and a culture of proactive in-reach. Meta Major Counselors could meet to discuss student challenges/barriers, retention and success.Please describe any equity gaps that were not identified and/or discussed in the questions above, based on your experiences at Hartnell.Counseling could focus on proactive in-reach of students at pivotal moments of their educational journey such asthose without an educational plan, students who have completed 30 units, and disproportionately impacted student groups (males of minoritized populations, former foster youth, Asian/Pacific Islander students).SERVICE AREA OUTCOMESPlease describe any meaningful outcomes that have been achieved from the SAOs outlined in the prior academic year.In prior years Counseling has set as it's goals:As a result of meeting with an academic counselor, students will demonstrate increased effective educational planning. 80% of students who meet with an academic counselor in fall will agree they increased their knowledge on selecting courses.As a result of meeting with an academic counselor, students will demonstrate increased knowledge pertaining to educational and career goals. 80% of students who meet with an academic counselor in the fall will agree they demonstrated increased knowledge pertaining to educational and career goals.These goals have been met every year, as determined by qualitative student surveys measuring knowledge gains. These goals have been accomplished with the use of counseling tools such as the transfer and general education sheets created in-house to show students the areas and coursework needed to reach their program goal or transfer to their school of choice. The use of the Educational Planner- Self Serve platform where a student can view their individualized educational plan (created during a counseling appointment) and even track their progress towards their goal, has been invaluable.Did the activities from the prior academic year, and any subsequent dialog lead to significant change in the effectiveness and/or efficiency of this service/office/non-instructional program during the current academic year? Please describe any resources that may help/have helped you overcome these challenges.During the pandemic Counseling (as did many others) struggled to engage students and keep them motivated. The Counseling faculty put together"Let's Talk", a podcast series on Zoomto showcase important topics related to academic and social/emotional supports, deadlines, and resources. They interviewed key on and off campus personnel, current students and each other to engage students in conversations and it worked marvelously! Some of these episodes have hundreds of views and faculty and students go back again to re-watch/re-use these recordings.Counseling worked with discipline faculty to put Program Maps for each major; samples of coursework sequencing by major to help students navigate selecting a major. Many students are undecided and do not know how to begin to narrow down a major, so the development of program maps was a good start.One of the greatest innovations in Counseling have been around our online/virtual service offerings. Data has shows that the majority of the students prefer to see a counselor online/virtually. When Counseling offered in-person services we were seeing upwards of 40% no-show and cancelation rates. The online counseling appointments would fill while the in-person appointment slots would remain unfilled. All of the counseling tools and resources offered to students can now be found online/digital, and students can submit all the necessary paperwork to process changes digitally as well. This has been a big improvement in quality service to students.What factors and/or challenges have influenced the effectiveness of your service/office/non-instructional program (e.g. staffing, equipment, facilities, etc.) over the last three academic years?The most recent challenge was theCOVID pandemic;an unforseeen challenge which impacted our effectiveness, as we lost many students who chose not to return to school. This was outside of Counseling's control but nonetheless a factor to mention.A second challengethatimpacted Counseling's effectiveness was theleadership's directive to push in-person services. At the onset of this year (SP2022), Counseling was told the expectation was to offer 70% of the counseling services fully in-person, with 30% of services remote. Counseling received many concerned/frustrated calls and emails regarding the lack of online service options. Students were requesting more online services while Hartnell wasdecreasing online offerings. After collecting student responses and data on the % of students not showing up or canceling in-person appts, Counseling was given approval to move to 50% online and 50% in person. However, this had come in March, well after the rush and urgency of the beginning of spring semester.In general, Counseling has struggled with doing things differently innovating. In the last three years, in the wake of a global pandemic, Counseling has HAD to innovate and perhaps at this point what lingers is innovation fatigue. Faculty, staff, students, administration is tired.. depleted ..and exhausted from burning the candle at both ends.
