Non-Instructional PPA: AA - Dean South County Education Services/King City Education Center (DN-SCES-KCEC) PPA Review Narrative2021 - 2022 GENERALName and Title of ManagerMostafa GhousSTUDENT SUCCESSHow does your service/office/non-instructional program focus on students?South County Education Services provides services, resources and courses to students whowould otherwise would not have had an equal opportunity to attend college or would notbe able to graduate within two years. Our courses and services are scheduled in the timesand days where student are available. Our services have slightly increased and most major student services are available in the South County centers. As we explore anchor program and dedicated pathways exclusive to south county, more student services will be needed.With the new King City Education Center expansion and the new Soledad Education Centers, we will now have a more substantial focus on south county students. We will be offering more STEM courses and specialized programing.How does your service/office/non-instructional program support students in: a. Completing their program/educational goal? b. Completing their program on time? Is there more that it can do?a. Complete their programThe King City and Soledad Education Center has implemented a variety of enrichment and interventionprograms/resources that aim to support students complete their chosen program. Theseservices include on-site and online tutoring, lending libraries, transfer workshops, calculatorand laptop lending programs, on-site and online counseling, student ambassadors andtailored support program services such as program specific cohorts and grant fundedprograms such EOPS, TRiO, and the Department of Special Programs and Services.Additionally, college wide and south county Cheveron scholarships are made available to our localstudents.b. Complete their program on time?The King City and Soledad Education Center offers Education Planning appointments to all enrolledstudents which enables them to meet with a counselor for a one-on-one appointment inwhich they can outline the classes needed to complete their program. This plan informs thestudent of what specific classes they need to take each semester, how many units theyshould be enrolled in and how long it will take them to graduate at their selected pace. In 2020 the full time King City Education Center (KCEC) counselor moved to the main campus permanently. This has left a gap in consistent service to KCEC. We are requesting a full time KCEC and SEC counselor to assist students in transferring and completion.Is there more that it can do?Program completion can be further improved at the college through the implementation ofmore cohort programs such as the very successful Teacher Pathway Program at the KingCity and Soledad Education Center. Additionally, students at the KCEC would benefit from increasing thepresence of grant funded programs which offer academic, guidance and financial support,such as EOPS and TRiO. As the Soledad Education Center opens, it is crucial that we have a full time dedicated counselor on site during regular open hours. Mapping of programs are important to ensure we able to provide as many courses and programs as possible. In 2020 the full time King City Education Center (KCEC) counselor moved to the main campus permanently. This has left a gap in consistent service to KCEC. We are requesting a full time KCEC and SEC counselor to assist students in transferring and completion.Based on the mission of your service/office/non-instructional program, describe how you offer 'equitable services' to different student groups at Ĵý?A dedicated program coordinator is assigned to the Soledad Education Center and serves English as a Second Language (ESL) students district wide including the King City Education Center. 90% of our employees are Spanish-speaking employees. They have the ability to serve students who speak Spanish. Low income students who are in need of financial aid will have the opportunity to attend Money Mondays to participate in the a free financial aid lab.At the King City Education Center we improve equity among the different student groups atĴý by collaborating with the various departments throughout campus. Forexample, we collaborate with the Panther Learning Labs and coordinate with instructionalfaculty and the Panther Learning Lab specialist to facilitate classroompresentation regarding the services that are available to all students. We collaborate withthe Department of Supportive Services (DSPS) to connect South County students with thesupport and accommodations that are needed based on their specific needs. Wecollaborate with the Equity Programs located on Main Campus. including the hiring of astudent worker through MiCASA, to support and connect out South County students withservices and resources dedicated to the Dreamer Student population at the King Cityand Soledad Education Center. In addition we collaborate with the Dual Ĵýment program to ensurethat our Dual Ĵýment students are afforded the same resources and access to HartnellCollege as our traditional students. We provide a full time counselor to support theacademic counseling needs of our students including the counseling services providedthrough EOPS and other support programs that are available to all students on MainCampus.Currently, at the King City and the Soledad Education Center, we strive to provide the same/equitableresources and services to all students in South County. We have an Ĵýment Specialistswho provides both Admissions and Records as well as Financial Aid services to our students,including the forwarding of time sensitive documents to the Main Campus AdmissionsOffice to ensure that our students receive the same services as our Main CampusStudents. We host a Panther Learning Lab that provides tutoring services to students at theKing City and the Soledad Education Center, including online tutoring options for subjects that may not berepresented at the South County Tutoring Center. We collaborated with the HartnellCollege Bookstore to bring the store to our South County students, providing them withaccess to the bookstore at the most critical time in the semester so that students had bookswhen they needed them. Students can now order their books online and have them shipped at the center. We have invited the Scholarship Coordinator to the KingCity Education Center to help students with completing the Ĵý Scholarshipapplications correctly before the application deadline.A lot more services are requested and needed in south county which should include the new Soledad Education Center. For example there is a lack of extra curricular activities and need for student clubs. South Monterey county has the highest poverty rate in the county. Basic resources similar to the main campus resources are yet not allocated to any of the south county centers. More is needed. A full time full service library and librarian is needed to assist with research and other services for students.Part time bookstore services are requested at both site, SEC and KCEC. Describe the services that your program/service/office has offered to the Disproportionately Impacted (DI) student groups outlined in the 2020-21AY Summary of the Strategic Plan, which includes: American Indian/Alaskan Native, Foster Youth, Hawaiian /Pacific Islander, and/or Some other race.The majority of the students in south county are predominantly Spanish speaking and identify as Hispanic/Latinx/Latino/Latina. We offer bilingual digital literacy, financial aid and admissions workshops at both sites. Most of our courses are offered in the evening to accommodate working older adults.Are there any Disproportionately Impacted (DI) groups that are currently NOT being served by your program/office/service? What resources would you need to better serve these student groups? There is a small population of indigenous Mexican, south and central American communities we are attempting to serve. Efforts to work with the local resource center have been slow. Our greater outreach and recruitment program along with staff support has slowly diminished due to greater need for main campus support. We are requesting a full time outreach, recruitment and retention staff person to focus on the Soledad and King City Education Centers and the surrounding communities. The outreach, recruitment and retention staff person will assist in recruiting from every local high school within our district, work collaboratively with the College Pathways Team, develop relationships with DI groups and communities to increase awareness of the King City and Soledad Education Centers.Please describe any equity gaps that were not identified and/or discussed in the questions above, based on your experiences at Hartnell.Our outreach and recruitment program along with staff support and full time counseling has slowly diminished due to greater need for main campus support.
