HEP provides the following services to students:Recruitment and outreach: HEP outreaches to over 500 potential students a year to identify 125 eligible students. In this proces, Hartnell HEP guides community members in their options for secondary degree attainment and the process to continue with their academic and career goals. For the 21-22 academic year, HEP has recruited 125 students. However, this goal represented a challenge since students must now be vacinated to enroll into our High School Equivalency intructions, and students varied on terms of vaccination status.Instruction: Hartnell HEP provides High School Equivalency preparation instruction via three modalities. 1. via noncredit High School Equivalency courses. 2. Via independent study courses guided by an HSE Instructional Expert. and 2. by referring students to a partner Adult School (when the student has deemed to be unable to attend the HSE or Independent study options). For the 2020-2021academic year,Instructional services continued in the following locations: Salinas (Alisal Campus), Gonzales and Greenfield in addition to transitioning to an Online instructional modality. All students were provided with extra support services such as academic advising, tutorials, and student support regardless of location; HEP courses continued on a virtual modality using Zoom video platforms as well as Google sites. The number of persisters for this grant year grew due to the global pandemic of 2020 with several students facing major health obtacles. Despite the challenges of the health emergency, Hartnell HEP met its target by a significant number of graduates. For the Fall 2021 semester, HEP had returned most of its instructional services to in person with the exception of independent study which continued to be offered on a hybrid modality to maximize the number of students served.Placement services: Harntell HEP assists students in continuing with their career and academic goal by providing college enrollment and/or career/job search services.00% of HSE recipients were provided academic counseling and placement services following their completion of their HSE. During our Student Success Conference (Advance by Retaking Educational Routes), all HEP participants take a career inventory/assessment to identify potential career interests or areas of study. This inventory is later during subsequent follow up academic/career advising meeting including in the HSE recipient exit meeting where placement is discussed. Academic Counseling is provided via the College's Student Affairs commitment to Hartnell HEP.How does your service/office/non-instructional program support students in: a. Completing their program/educational goal? b. Completing their program on time? Is there more that it can do?Hartnell HEP assists students in completing their High School Equivalency which is a stepping stone for transitioning into Hartnell Credit courses. Upon enrollment into HEP, students are required to develop career and academi goals by identifying their post-HSE plans. Thi is a requirement from the on-boarding orientation where expectations of the program are presented. Furthermore, students who attend our Student Success conference are provided with a career interest inventory and presentation by our Career Counseling staff. Finally, every HSE recipient is required to meet with our Academic Counselor to finalize placement into either post-secondary options, improve their current employment or explore other placement venues.Based on the mission of your service/office/non-instructional program, describe how you offer 'equitable services' to different student groups at Ĵý?Hartnell HEP is funded by a grant from the Department of Education, Office of Migrant Education. It's purpose and eligibility requirement is to serve seasonal/migrant farmworkers and achive a minimum of 70% graduation rate for students served. Hence, students admitted into HEP must meet eligibility criteria that prevents HEP from serving a wider range of students. However, in the fall 2021, HEP began offering noncredit HSE (High School Equivalency) courses which are open to the community at large. This new instructional modality ensures HEP successful instructional componet is accessible and equitable.Describe the services that your program/service/office has offered to the Disproportionately Impacted (DI) student groups outlined in the 2020-21AY Summary of the Strategic Plan, which includes: American Indian/Alaskan Native, Foster Youth, Hawaiian /Pacific Islander, and/or Some other race.Hartnell's High School Equivalency Program (HEP) serves 125 migrant/seasonal farm workers a year and provides services geared towards assisting them in completing their High School Equivalency (formerly known as their GED). Services include direct High School Equivalency Preparation, academic tutoring and career/academic counseling. HEP students must meet eligibility criteria such as having worked (themselves or a direct family member) 75 days (in the last 24 months) in migrant/seasonal farm work, meet income criteria and academic readiness for an advanced HSE preparation program.Hence, the program is limited to serving the students meeting that set criteria. HEP students meet the following demographics:68% female32% male99% hispanic/Latino/LatinX1% Asian15% ages 19-2431% ages 25-3541% ages 36-4512% ages 46-60Are there any Disproportionately Impacted (DI) groups that are currently NOT being served by your program/office/service? What resources would you need to better serve these student groups? Hartnell HEP is funded by a grant from the Department of Education, Office of Migrant Education. In the Fall 2021, HEP implemented noncredit courses aimed at serving non-HEP eligible students. Howevever, Hartnell HEP would need external additional funding to ensure all students attending HSE classes receive the same additional wrap-around services as HEP students.Please describe any equity gaps that were not identified and/or discussed in the questions above, based on your experiences at Hartnell.The pandemic, in which in-person learning was replaced by remote instruction and learning through internet-mediated platforms and electronic devices, required HEP to quickly adjust to maintain operations and student learning. Prior to the pandemic, Hartnell and the HEP developed and implemented a distance learning program; however, the lack of technology resources make the transition challenging. HEP's students reported they did not have the technology needed to attend online courses. HEP was unable to provide a lending laptop program due to funding constraints. HEP has identify technology needs as a key area of concern for Adult Students.SERVICE AREA OUTCOMESPlease describe any meaningful outcomes that have been achieved from the SAOs outlined in the prior academic year.SAO 1:Upon execution of Outreach/Recruitment plan, at least 125 students will enroll in HEP upon completion of 6 admissions steps. Hartnell HEP added 279 names to its electronic interest list.This electronic list served as a pre-screening tool since it has an added eligibility formula component to assists us in determining employment and financial eligibility for the program.Program met enrollment count by 100%. Despite the shelter in place ordinances and COVID 19 pandemic, Hartnell HEP was successful in recruiting and enrolling HSE intersted students. SAO 2.70% of students served minus continuing students will complete a High School equivalency (HSE) certificate upon attending HEP courses and receiving support services.Target for performance year 2020-2021 was 88 out of 125 enrolled students. Actuals quantitative data results are 52 graduates out of 61 students served (minus 64 persisters) with 9 students withdrawing from the program. This results in 85.24% graduation rate. SAO 3.HEP will provide academic advising and career guidance resulting in 80% students who have received their High Equivalency will be placed into Post-Secondary education/vocational training pathway, show proof of improved employment.100% of HSE recipients were provided academic counseling and placement services following their completion of their HSE.Actuals quantitative data results are 43 students placed out of 52 HSE Recipients. This results in 82.69% placement rate Did the activities from the prior academic year, and any subsequent dialog lead to significant change in the effectiveness and/or efficiency of this service/office/non-instructional program during the current academic year? Please describe any resources that may help/have helped you overcome these challenges.The program has significantly improved its post-HEP placement and tracking methods from previous HEP grants. This could be due, in part, to a vastly more comprehensive placement plan and support services for students completing their HSE. Previous evaluation reports (on earlier HEP grants to Hartnell) noted the difficulty in tracking placement outcomes for HEP completers. Typically, it would take months to gather placement data on HEP completers and many students’ post-HEP placements would remain unknown. While additional progress is needed to increase placement outcomes data, meeting the target outcome in the past 5 years has been a significant improvement.What factors and/or challenges have influenced the effectiveness of your service/office/non-instructional program (e.g. staffing, equipment, facilities, etc.) over the last three academic years?The main challenges faced by HEP have been funding limitations to provide the services needed by students.
